I'm having the same issue - I've bought a 2nd hand part and want to centre it before fitting, but the it only turns enough to align the 2 holes (about 20mm) - am I doing something wrong? Obviously it needs to turn when fitted, so is there some kinds of clip or something that is pushed / release when fitted that allows this to turn, and how can the same be achieved 'on-the-bench'?

Any help appreciated.
