Yes,you do need sidelights for the MOT.

The sidelight isn't a combined bulb with the headlight,there should be a smaller,lower powered buld for the sidelight(usually a 501 bulb),and a seperate bulb for main and dipped headlights(usually an H4 bulb).

If you turn the sidelights on without the ignition on,then you'll get just sidelights,then if you switch the ignition on you will get dim dipped light which uses the filament from the dipped beam,but puts less power through it so the light isn't quite so bright.
