If your referring to the hard black plastic socket around a metal loop that the boot lock on the tailgate catches onto.
On my Megane yes its a prise up item. Lift gently at one end and it will come out .
The reason I took mine off was to get at the screws holding the metal loop and even then cos the space is so tight I couldnt get at them without a special angled torque drive.

What I can tell you, on mine is that taking the cover out does absolutely nothing for access to dents.
Once its out there are no clips or attachments to help to trmove anything.

The plastic panel that this boot catch plastic is lodged in has to be removed some other way,whether the catch cover is still in it or not makes no difference.

Currently in coup's garage:
RM III coupe 1.5dci FVT,Audi TT Mk1 ,a bike and too much rubbish.
