The breather on the Clio runs up the side of the filler pipe then is joined to it about 6 inches from the filler, when you are filling it you can often see fuel coming back up it and joining the fuel you are putting in, mine and others I have filled do not like to be filled unless they are at least half empty and sometimes for no good reason can exhibit the behavior you describe, I find that not pushing the nozzle right in and controlling the flow so it's not on full helps, some fuel also foams more than others and this as a effect, I would run the tank down to at least half full then give it another go.

Who would design a vehicle that falls over when you stop?
