What is the condition of the discs... worn or good.
After replacing the pads did you check that the wheel started to bind on the first click.
Chock the wheels. Jack up the car on one side. Release the handbrake, the wheel should turn freely and the actuator arm on the caliper should be fully back on the end stop.
If not check the cable or adjust the cable adjuster if there is one so that it is on the endstop, press footbrake to make shure the pads are on the disc, pull the handbrake on off to wind piston up against the pads.
Pulll the handbrake on one stop, check that the wheel either does not rotate or moves only with great effort. Try a second click, check that the wheel locks, by three you certainly should not be able to move it.
Repeat on the other side.
I have electronic handbrake.
I may post pictures that shows the state of my discs when I changed them.
If you change the discs you will need a 36mm socket and a torque wrench that can do 150ft/lb.
