And I was going to suggest spraying the lot and working things loose, since it can't do any harm and is cheaper than replacing parts.

It all boils down to whether the corrosion is surface (and therefore binding the system) or deep (and therefore weakening the system) until you get a good look you won't know.
It could also be that the self-adjusting mechanism on the handbrake is at full adjustment and you just need to change the pads and/ or rewind the caliper pistons.
