It could be the brakes have been over adjusted slightly.
It could be a seized or seizing handbrake actuator.
It could be the brake shoe is de-laminating from it's steel backing.
It could be the bearing is on it's way out.
It could be the wheel cylinder leaking and the lining has swollen.
Without stripping it down I don't think you will be able to definitely say!!
Is there any noise when you do rotate the wheel? If so, is it a rumbling sound or is it a grinding sound?
