I too wonder how long it will be before the Govt does an about turn, like they did with Solar Panel FIT.
Home charging is slightly different. Electricity is produced in such away it is difficult to stop and start supplies and it is more efficient to have a constant generation. The beauty of home charging, certainly of the bigger EV's, is that it can be done at night via intelligent chargers that select the best rates. This helps to even the load between day and night on the grid.
Having Solar panels I like the idea Nissan have, where by up charge the car up during the day (the opposite to above) using home solar and then use the Car's batteries to power the house at night. This was developed after the Japan disaster when electricity was a bit hit and miss. So the car becomes both transport and power supply. Good use of the expensive batteries if it does not damage them.
My issue with this is most cars would be at work during the day and so do not get charged from home solar.
