The bonnet might have been resprayed a couple of years ago, but that isn't 2 year's worth of rust (unless it's been parked in the sea). A stonechip around the size of a biro point will develop into a 5p-piece bit of corrosion over a couple of years - this looks like major stonechip damage which has festered since new, and probably had a 'repair' with some filler (too little, too late, imo), which has since crumbled away as the rust advances.

Clios seldom have rust issues (fuel filler cap area excepted), so this is due to external factors at play.
