It will be if it's left to develop.

Its mentioned quite a lot on here, but I think it stems from fuel being spilled and eroding the paint, which exposes metal.

What I would do is remove the damaged paint (it's really just covering up corrosion), and since it's in an unseen area treat the rust, then apply hammerite (or similar).
