You are correct, it is lighter, because air has seperated the lacquer from the basecoat.
Do not remove it - the lacquer will fill these gaps, dispelling the air, and seal the colour & shine back into the finish.
Done this a few times & trust me, it works.
You need to build up the lacquer in light coats, until a shine is there.
I will be very grateful for any advice on dealing with larger areas of lifting laquer; my car (colour Capsicum Red) got caught out in a violent hailstorm with really big lumps of hail. There are some 1mm sized holes in the laquer surrounded by air separating the coating for 200mm-300mm around the holes, on the bonnet and the roof. Thanks in advance for any advice.
