It is normal for the brake pads to be touching the discs all the time, do the wheels spin easily when jacked up off the floor? if so they are not "sticking".
The squeaking or squealing sound is usually cured by applying a very small amount of copper based grease (copaslip) to the back of each brake pad when fitting them.
Your local garage should have suggested this as a cure.
