I don't know if it will leak directly or just create a water trap, but to stick it back down, I would use a product called Tiger Seal (available in black, white or transparent), it's applied with a mastic gun, and can be very messy (only use a minimal amount, to run a complete bead under the trim).
You'll need to tape the trim in place for a couple of days after, but it'll form a very strong bond.
This job should never be complete - the day I think I've done it all, is the day I resign.
