2005 Master handbrake weak

The master i did the head on a few weeks ago just failed it MOT on parking brake efficiency and a binding o/s caliper.

I have stripped the brakes down and reassembled with plenty of copper slip including the sliders for the calipers. I freed off the sticky handbrake mechanism on the offside with wd40 and lots of working back and forth.
Took up the little bit of slack in the cables.

Took it for a test drive and the handbrake is still weak pads are about 1/2 worn am i going to have to replace them to get it through the MOT?
