Sorry if I am jumping on the thread I was not sure if I needed a new one or not.
I have the very same issue with my wife’s 99 Clio, it has failed the NCT (MOT equiv here in ireland) based on handbrake strength.

I have looked at the other posts in the forum and they all point to the cable under the heat shield.

I examined the rear shoes and drums and they look fine, I then adjusted the handbrake using the screw by the lever (not under the car) which brought the handbrake down from approx 9 notches to 4 – 5 I have just had it re-tested and it is still failing!!!!

I would have thought that adjusting the cable at the lever or under the car would be the same???

Any ideas?
