The only adjustment on your handbrake cables is at the handbrake lever.

Release this nut off until the last few threads - no spacers should ever be used as it will only stress the cable and lead to possible failure.

After the handbrake adjustment is fully let off adjust each knurled wheel at the mechanism inside each brake drum a few notches at a time until you can just about get the drum re-fitted. A small screwdriver or pointy pliers should help move the knurled rings - you should gear them click past their ratchets. This may involve numerous attempts but believe me it should work - a few dabs of the foot pedal each time the drum is refitted should allow the shoes to become centralised. Remember adjust only one side at a time.
Once you are satsified the brake shoes are adjusted correctly then tighten up the hand brake cable adjuster nut until both wheels lock - then slacken off the cable adjuster until each wheeel turns freely.
