The fuel cap itself doesnt have to be lockable as long as the fuel flap (the bit you open to reveal the cap) is lockable.
Lock the car with the central locking and try and open the fuel flap. If it doesnt lock (it should do) then the lock is buggered and thats an MOT failure Im afraid.
One other way to sort it would be to buy a lockable fuel cap from a motor accessory shop etc. You'll have another key, but it will be a cheaper fix than fixing the fuel flap probably and will pass the MOT with no issues.
