Presuming your car has standard heater or basic aircon-
The filter can restict airflow but won't cause the fan not to turn on lower speeds.
A second hand one can be suspect so don't rule that out.
If you have power at both sides of the thermal fuse then it's fine. Not sure if power runs through the thermal fuse for all speeds.
If it was a fusebox fuse problem then I don't think it would work at all.
Can you test if any of the inputs are getting a live on lower speeds.
The earth should be fine if it works on speed 4.
Check for outputs on the switch if no joy at the resistor.
