If you have power at both sides of the thermal fuse then it's fine. Not sure if power runs through the thermal fuse for all speeds.
If it was a fusebox fuse problem then I don't think it would work at all.
Can you test if any of the inputs are getting a live on lower speeds.
The earth should be fine if it works on speed 4.
Check for outputs on the switch if no joy at the resistor.

just replaced the fuse on the resistor I bought and have my fan working on all speeds at last!

haven't driven the car yet since the fix so I'm keeping my fingers crossed that I've secured it properly.
