You wont see much movement and it moves v slowly.. but sounds like it isnt working.
Could be on problem on the movement of the headlamps them selves ,but since neither is moving its more likely to be further back.
ie like you say a fuse/relay is gone.
Fuses you can check visually relays , unless you have a wiring diagram or there is a mini one on the cover ,cant really tell.
I dont know why the intensity of the instrument lighting isnt changing.

The headlamp height could be locked at a very low angle since the adjuster doesnt seem to be working.

There should be manual adjusters(with a screwdriver or similar mounted somewhere on the top of the headlight shells..
You can google diy headlamp adjustment techniques if you really think dipped is low.
The main theory on those is to find the exact centre of the headlamp reflector unit.,get this exact hight on a wall and never have the dipped beam showing above this height.Theres a lot more too it but there are articles.

This is only a rough method and tho it might look ok to you but may not pass an MOT. For that you need the beams professionally adjusted.

On a side note the MOT type testers here (Ireland) will set your headlamp adjuster to 0 before testing the headlamp height/alignment.
So if ,as on most cars the height adjuster is working,you cant "cheat" by getting your headlamps set correctly for MOT at position 1 , then decide you think theyre a bit low for you and switch the adjuster to position 0 to raise the beam height.
