They could be interpretating the screen incorrectly.
I suspect the screen is meaning the thickness of the
'backing plate PLUS pad'. So if the backing plate is 6 mm the actual pad will probably be 4-5 mm minimum. I've just been MOT failed, with a 1.6 mm pad claim - when, on taking them off they were at least 5 mm thick. I suspect new pads are 8 mm thick. No doubt the garage just read the screen and assumed the figure was referring to the pad.
If so, even new pads would then fail, the measurement.
