Strange buzzing from passenger footwell

I have just got an old J reg clio 1.2RN, it goes well and sailed through the MOT, the fault I have is a "Buzzing " noise coming from the passenger footwell area, it starts once you have done about 3 miles from cold and seems to be engine speed related, it starts at about 2500 - 3000 RPM aprox, don't have a rev counter !!
I have had the fuse box plate down and tried the two relays there with no sucess, I have also tried the white relay and the blue relay that are attached to the wiring harness, when I say tried I mean I have held them and could not feel them buzzing.
Help please someone, it drives me mad on any journey !! It is like sharing with an angry wasp !!

my be the start of a wheel bearing failure, Passenger side is common
