The posts seem to be a little varied. Finally have a response from a Renault dealer technician. Their view sides with the TP brake fitter. i.e. on Year 06 model the pads, calipers or what ever etc are analagous to old style fittings and pads may be fitted without any specialised tools or consideration to the electronic handbrake mechanism. It is simply that they are pulled by an electronic automated mechanism rather than by a manual mechanism. They indicate that there is intrinsicaly very little (though not nothing of course) that the TP fitter could have done which would have caused the symptoms seen.

They recommend Renault diagnostic 50. Final fix has no ceiling, with the possibility of being for example faulty parking break mechanism 700.
