To be fair, the staining is something which could be washed out with a long soak in a basin, then left to atmospherically dry.

Carefully undo the clips so they can be reused, and whilst the sound-deadening pad is removed, I'd investigate the connections to the washer jets, just by giving them a light push to ensure they are seated correctly.

What can sometimes happen is that they are used when the jets are frozen, the pressure builds-up and the pipe moves just a little, releasing the pressure, but causing the fluid to weep through the join.

It won't do the car any harm to run without the pad for a short while.
