I think you will find that the cam which is operated by the cable on top of the calliper has seized, Not a big deal normally. at worst it the cable end which has corroded.
Chock the front wheels and jack the car. insert the key card but don't start the engine and release the handbrake manually.
Disconnect the cable from the cam and take off the pull off spring, It's only a light spring although it looks big with pliers.
Check the cam for free movement. if seized use wd40 and work it free. reattach the cable and apply the handbrake manually and check to see if it is working.
If not you may have to remove the calliper completely and give it good keen and service. people will say you need a wind back tool for the piston. I have never had one but managed to do the job.
DO NOT under any circumstances apply the handbrake with the cable detached.
