Brake pedal too high - 2000 Scenic DCI

I recently purchaced a 2000 Scenic DCI. Is there any way of adjusting the height of the brake pedal?
The brake pedal is a good 3 inches higher than the clutch pedal and around 5 inches higher than the accelerator.
I have taken a look but there is no obvious adjustment.
I thought I would get used to it, but I try to avoid driving the car now where possible and use my wife's car as I feel it is quite dangerous. It has already been the cause of a car park shunt. What puzzles me is the car passed the MOT about a week before I bought it, so it must have been deemed acceptable.
Any advice would be greatly appreciated.
