It's possible the pads are sticking in their caliper housings or the slider pins are seized - only removal and a clean up would cure it if that is the problem. It may also be a handbrake cable is sticking and again ideally would need to be checked out by disconnecting the handbrake cables and ensuring they are free.
If the discs are badly worn or corroded similar probloms can occur.
Lastly it is also possible the handbrake lever mechanism inside the claiper is seizing.

It may be something simple and getting it sorted now could save a lot of expense in the future.
