laguna electric handbrake weak.

Hi, I have a Laguna Initiale 2005 estate. The handbreak is not going on fully. The motor starts to apply the brake, but stops before the pads are fully in contact with the right pressure. It does not flag up a fault and makes the releasing noise when the clutch is engaging when setting off again as if all is okay. If I stop the car as usual and get out and try and push the car, it will move. If I do the same with the engine running and the brake not applied, it is easier to push, free in fact. Any ideas anyone? Thanks in advance for any advice given.
