In my personal opinion, yes, because it you cannot check safety items eg brake fluid level, coolant level, oil level, or disconnect battery in the event of fire etc then it becomes a safety issue.
However you can always ask the helpline operator first if they will regard this as an 'emergency call-out' type of job, or if it in a category that they would charge for (as in running out of petrol or changing a flat tyre etc).
No harm in asking!
