Megane 1 brake caliper out of line with disk

My driver side front caliper is not in line with the disk.
I had problems last year when fitting new disks and pads and couldn't get the calipers apart enought to fit the new pads.
So I had to fit one new pad and one old one.

Same again this year it has just failed it's mot on brake balance.

One of the pads on the driver side was worn down at an angle (wedge shape).
It's impossible for me to part the calipers enough to get two new pads in, and I can see that the calipers are not parallel.

There are two large allen bolts on the calipers, but I don't have an allen key that size yet.

If I take those allen bolts out will that free up the caliper and straighen it up?

If so, what size of allen key will I need?
