Have had a similar problem getting my 2000 1.9DTi to start. Had to Leave ignition on for 15 Secs then turn off turn on again to give it any chance of starting. I changed all the Glow Plugs and the light on the dash only stays on for a max 3-4 secs, did a test with a mechanic and the plugs take roughly 10 secs before they indicate ready to start. Have done that quick fix for nearly 2 months, the engine finally would not start at all. A garage have tested it on the computer and it appears i have a faulty crank shaft sensor, this will stop fuel being pumped while starting.
Best advice is to get it checked out on the computer
