mk2 Megane : caliper seizing

I noticed that inside the car i had one handbrake cable about half an inch longer then the other, inspected the suspect caliper and found the lever that the cable connects to isn't resetting itself back, the cable itself is free and smooth.

Is it possible to grease up the mechanism, i believe the piston to be free and fine as when i push the handbrake lever to the off position the wheel turns fine.
