Not entirely sure, but it could be an ABS pum p fault,
fault or, if you're positive sensors are ok, the ABS reluctor rings. I've seen the toothed rings on driveshafts have cracks or even loosed and move around, which causes problems, as all wheels are not showing the same speed. If it has stability or traction control, this can cause the pulsing if there is a ABS ring issue. Getting an error code would be a massive help in trying to diagnose this.
Do the brakes work ok otherwise, or do you find they are not working as well unless you pump the pedal ? This could be a pressure issue with the pump.
