If your pedal is reaching the floor and not locking up the wheels 100% you should not drive it -(unless you are on a remote island with nothing but 1000 sheep for company). Even if you have some braking effort...if you have to stop quickly eg car in front brakes hard or kid runs into the road then you won't have anything braking effort in reserve to call on.
I did drive without brakes once (pre AA membership days) when they failed on my car (just used handbrake & gearbox) so I could reach the fast-fit centre and that was a very anxious 10 mile drive.
