Question Scenic handbrake

Hello was just wandering if anyone can help I have a 53 reg scenic 1.4. I took it into local garage because as I thought back drivers side brake was occasionally sticking not all the time just some time but always after a while driving it was fine. Garage said it was handbrake problem and disabled handbrake so I could use it until he priced new cables for me. He had now come back and said it is a complete unit and will cost me over 500 for part.!!!!!!! As it is an electronic handbrake surely if it was the handbrake at fault I would have got a warning message on the dash display which I did not. Is the garage pulling a fast one or could this be the case. Please help ??????
