I assume the brake pads are not worn away to nothing.
Start by checking the cable is intact and not broken. With the wheel raised off the ground check to see if the brake works on the affected side by use of the footbrake. If both are ok then you need to check the pads are not seized in the caliper and finally check the handbrake lever & mechanism are moving.
The cables have been known to snap/seize. The pads are known to seize in the calipers and the handbrake lever & mechanism are known to seize too.
And of course the electronic units are prone to fail.
Spot any common issues ? I hope these pointers get you started in finding the problem.
