Electronic handbrake sounds like hammer drill

When switching of the engine the autoparking brake activates but sounds like a hammer drill and in fact the brake doesnt operate and on the car rolls freely, well fairly freely I've notice the nearside rear is smelling of hot brake pads and the wheel when jacked up is difficult to rotate. Interestingly when the car was jacked up and chocked and engine start stopped to investigate cable movement and caliper linkage there was no noise but also no sign of parking brake operating either, but with wheel back on and off the jack the old hammer drill was back. Anyone any idea whats going on please?
