You will have to replace the caliper im afraid.. This is a very common Problem on the Laguna..

The internal Pawl mechanism has broken..

You could try Eurocarparts as they may do a caliper exhange on that model..

You may also find that the O/S handbrake cable will have popped out of the mechanism at the handbrake end.. This is accessed by lifting a panel on the bottom of the centre storage box behind the handbrake lever..
