If we are talking about the rusty lip on the disc, as I understand it, if the lip is too deep there is a concern that it could catch the edge of the brake pad and cause it to 'grab' (although I have never experienced this problem with my worn old discs). If the discs are perfectly flat across the whole surface there is nothing to interfere with the pads.
Renoir White - OK that's an interesting point and now I can see why a protruding disc lip might cause the MOT tester to have cause for concern.
