After workin in a garage and doing a few 'on the side' jobs a way that I remove surface rust from disks is by jacking the car clear off the ground, put in top gear and drive. I place sand paper to a piece of wood and gently press against the disk.
This does have a dangerous side to it but it has proven itself time and time again. The only time you can run into trouble is if the car has traction control. The best way around this is to remove the abs sensor from the hub. If it can't get a reading there won't be a fault.
BE CAEEFUL. THIS METHOD IS EXTREMELY DANGEROUS.
