pitching and diving

ok hears a good one. i drive a clio 1.2 16v 2004 . was fine until i fitted a set of 17in alloys a couple of week ago when it started pitching and diving all over the place . so checked and replaced both bearings , ball joints and track rods ( inner and outer ) , still diving , then replaced the steering rack still not right , just checked the offset on my alloys and found out that there a 40 offset would this cause my car to pitch and dive , if so can i fix it with a set of spacers , mostly does it when it hits a bump or going round corners . any help would be great. thanks
