I don't know the set up on your van but if a breather pipe comes out of the tank maybe the end could get plugged with a plug of snow or ice, I know on my car that it gets to a point were it seems to be full then the breather seems to suddenly do it's thing and the level drops and you can get a good bit more in.

Who would design a vehicle that falls over when you stop?
