siezed handbrake

2005 scenic 1.6
took car to a brake centre today because the disc were hot and could smell the brake linings.
i was told that i needed new discs and pads and that the cable was siezed and quoted approx 280 without the cable, it has an electronic brake, can it be un-siezed if not can i get just the cable (which appears on europarts ) it said that this is suitable for the electronic system or will i need the full electronic system at 740, i have read on here that you can get a manual system fitted is that at renault or can any garage do it

this along with a door window that doesn't work because of a bust motor and cylinder head gasket that is leaking oil i may as well just scrap it and cut my loses love the car but the mechanics are rubbish will never buy another renault
