That sounds like a much better system you have. An independent body testing the vehicles and the pass/fail criteria are more clearly defined, objective and measurable.
By the way, in case anyone is unsure, I never disputed the fact that the brake discs were a fail, I was more curious as to whether skimming the discs is really done and whether it's an option.
The car originally failed on 5 different items, not just the brake discs. If anyone is interested in the gory details I can elaborate and also describe how the MOT works in Austria.
