I should have asked the tester I was talking to today,but how it used to work for the ABS light was that there was a wall chart which you have to use to look up the make and model of vehicle being tested and compare how the ABS light behaved to see if it was working correctly (i.e,switch ignition on and the light should go out within a given amount of time).This was then changed when the computerisation came in as the information was printed on the check sheet automatically when the car was entered in the system before the test was done.I would very much suspect that the later is the case now with the airbag light,if it doesn't behave in the way that is detailed on the check sheet then it will fail.

I'll see if I can get some sense out of the testers where I used to work and see exactly what the situation is.
