Should I have 2 springs? (Scenic 1.5 dci)

My car failed on rear handbrake imbalance. Had a look at the back and operated the brake, motor makes noise and operates both sides and there are no warnings on the dash.
The only difference i can see is that on the drivers side rear there may be a spring missing so when the handbrake is released it doesnt move back like on the passenger side so it looks like its still on although not seized as it moves a little bit and doesnt grind or heat up.
If the system 'thinks' its off but is still nearly on then it might not apply properly???? Maybe??
