Check to see if the cable is free,I've replaced a few but usually they are OK.

If the arm isn't returning then it's the actual mechanism inside,if you undo the Torx headed bolt holding the arm on (it's either T30 or T40) and mark the arm in relation to the splines it fits on (it must be refitted in the same place) then you can remove the arm and rubber seal in behind it and try and get some penetrating oil to soak into the mechanism.Working it backwards and forwards generally frees things up (go careful as it will gradually jack the piston out so you will need to keep turning/pushing the piston back in periodically).

This can last a while,keep an eye on it and if it does the same again in a short period then source a replacement.You will feel the handbrake lever go slack/too much travel if the caliper seizes again and the handbrake efficiency will be low.
