I am from Norhern Ireland where the MOT is much stricter so I am not fully conversant with the UK rules but I think it means the brakes are pulling to one side.
If you have doubts regding the authenticity or honesty of the test certificate you can report the matter to VOSA.
Just as a comment most people from my part of the world will not accept a UK mainland MOT certificate even though they are legally valid - now I know why.
Thank you- I'm pretty sure it means it's got to be more than 50% yet it's passed. I'm going to report them- apparently, they've already been done once so will lose it this time! I'm now checking the MOT history on the directgov website- it was MOT'd in Jan and play in the steering was noted then but nothing's been done.
