Low brake fluid would't affect your engine revs. Are you thinking your brakes may be binding? The easiest way to check is to find a level road then at a slow speed say 10-15mph slip the car into neutral and see if it continues to coast freely. If you have a sticky brake you will feel it drag the car to a stop. If your brake fluid is above the minimum then its ok but don't let it drop below this line or you may allow air into the system.
I can't see how the clutch would affect your problem either.
If you've any more details of the problem that'd help in advice others may give.
