Hi there.

If the symbol isn't there, then I doubt if the power folding feature is included.

The mirror casing should allow a manual pivoting, perhaps the joint has seized over time, and is reluctant to move? It may be that having been exposed to the elements, corrosion has begun to take a hold.

I can appreciate your trepidation - I would be exactly the same.

Can you post a picture of the mirror casing (from the front, looking towards the rear of the car), there may be scope for squirting some penetrating fluid (or WD-40 if you don't have any available)?
